Pennsylvania Senate Bill 1049--To create multi-year Fishing License

The legislation supports Arway's (PA Fish and Boat Commission Executive Director) plan to create opportunities to generate license sales and initiate multi-year licenses and permits. He sees restructuring license fees as a way to attract and retain anglers and thereby increase revenues for Fish and Boat.

AN ACT
  
1Amending Title 30 (Fish) of the Pennsylvania Consolidated
2Statutes, providing for license and permit issuance options;
3and further providing for expiration of licenses and permits.
4The General Assembly of the Commonwealth of Pennsylvania
5hereby enacts as follows:
6Section 1.  Title 30 of the Pennsylvania Consolidated
7Statutes is amended by adding a section to read:
8§ 2717.  License and permit issuance options.
9(a)  Multi-year license or permit.--The commission may issue
10a license or permit that is valid for multiple years. The fee
11for a multi-year license or permit may not exceed the total fees
12for the applicable individual license or permit years set forth
13in section 2715 (relating to license, permit and issuing agent
14fees). A multi-year license or permit shall expire on December
1531 of the last year for which it was issued.
16(b)  Group license or permit.--The commission may issue a
17license or permit that is valid for a group of individuals who
18meet the criteria established by the commission. The fee for a


1group license or permit may not exceed the total fees for the
2applicable individual licenses or permits set forth in section
32715.
4(c)  Promotional discounts.--For marketing and promotional
5purposes, the commission may issue a license or permit for a fee
6that is less than the applicable fees set forth in section 2715,
7in accordance with guidelines established by the commission.
8(d)  Regulations.--If the commission elects to issue multi-
9year or group licenses or permits under subsection (b) or
10initiate promotional discounts under subsection (c), it shall
11promulgate regulations relating to group criteria and
12promotional discounts in order to implement this section.
13(e)  Penalties.--A person who violates regulations
14promulgated under this section commits a summary offense of the
15third degree.
16Section 2.  Section 2907 of Title 30 is amended to read:
17§ 2907.  Expiration of licenses and permits.
18[All] Except as otherwise provided in section 2717 (relating
19to license and permit issuance options), all licenses and
20permits authorized by this chapter shall expire on December 31
21of the year for which they are issued.
22Section 3.  This act shall take effect in 60 days.
